workforce:

... a laborforce less the number of unemployed, i.e., the aggregate of all workers known to be on the job in a location; a count or projection of the number of people working in an defined geographic area. Workforce development is an improvement process. Elevating the status of the underemployed as well as the preparation of new candidates for job opportunities are a part of workforce development. Educators and trainers are contributors to workforce development as indicated in Essentials for Places that Want Economic Development.

work-life:

... the element of typical human activity that takes place on a regular, recurring basis over an extended period of time. It is essential at the basic level for fulfilling the need for food and shelter.

Beyond the basic need, such work may be seen as striving to maintain or improve a quality of life. The work-life that individuals have in a community typically contribute to its economic well-being (sustainability) and growth. Examples of other elements of life are social life, family life, and personal life. Work-life is also defined as an enterprise development practice aimed at improving a work environment for employee benefit and productivity incentive.

The Sloan Work and Family Research Network of Boston College, Chestnut Hill, MA has a glossary online that quotes the definition of work-life as follows:

Work-life is the practice of providing initiatives designed to create a more flexible, supportive work environment, enabling employees to focus on work tasks while at work. It includes making the culture more supportive, adding programs to meet life event needs, ensuring that policies give employees as much control as possible over their lives, and using flexible work practices as a strategy to meet the dual agenda--the needs of both business and employees (Work & Family Connection, n.d.).

Work-life effectiveness is a specific set of organizational practices, policies, programs and a philosophy that recommends aggressive support for the efforts of everyone who works to achieve success both at work and at home (Alliance for Work-Life Progress, 2004).
