... a person or computer entity that interfaces with an electronic communications device, network or system; someone or a software agent engaged with a computer process.

In general, users avail themselves of resources, services, and other things. In the process of being used resources and things may be expended or consumed. Services are always provided to end users. When something is used it is applied for one's own purposes.

To be online users have to avail themselves of a communication or network service.

An Internet user may visit a website and, in doing so, be counted as a hit. It should be noted that the term hit is inexplicit in making a distinction between a visitor and user. For example, until they decide to avail themselves of something offered we (who we are) consider Internet users who linger in The Network to be visitors. We say that those who choose to participate in our mission become members of the .network core user group.
