unencumbered access:

. . . an accorded privilege for entering and exiting, likewise, for usership. Unencumbered access implies existence of a freedom to communicate without interference.

Unencumbered online access refers to the ability to to navigate the Internet or some other computer network to the point of entering a website and availing oneself of something, such as a resource, without being hampered, obstructed, or put upon.

The monitoring of online resources to the extent that a visitor or user in a website has to give up something, such as personal information, is an encumbrance. You are put upon after selecting something of interest from a search engine results page and encounter an in-your-face popup before being accorded usership. An open access website typically offers unencumbered free access in contrast to one that is in-your-face commercial.

Unencumbered as a real estate term refers to no interference when entering, exiting or using real property; i.e., no locks on gates, doors or other means of entering and exiting. Also, unencumbered property is that which is has no liens, mortgages or debts.
