taxing authority:

... a public body invested with powers to raise revenue for a special, typically local, purpose through a taxing effort; for example, a local industrial development authority which is a type of public agency or corporation invested with the power to tax. The industrial development example may use the words development corporation. Such an authority, corporation or agency might raise revenue within its jurisdiction to purchase land for development of an industrial park in order to attract economic development prospects.

Building further on the example: Having taxing powers means that certain area and local development representatives within government have legal force to impose and collect taxes in order to impel their mandates. The expression, taxing effort, is also associated with the terms fiscal effort and revenue effort, both of which have to do with collections by a government in relationship to its fiscal capacity and which suggests estimating what could be collected in revenue. The expression, tax authority, may also be used to refer to an organization or person who is an accepted source of expertise about taxes. For example, an experienced site location consultant should have tax expertise in order to serve enterprise developers as clients in the area of dealing for incentive offers from places seeking economic development.
