target industry:

... an enterprise grouping for purposes of economic development marketing; items organized as a list of leads or a guide for developing such a list. A target industry study is typically a report from a consultant, such as an economic development marketing advisor, produced after looking over an economy, its condition with regard to circumstances, and its existing significant employers. A report may include either general recommendations by business and industry category or a marketing list.
