One of the references in the Enterprise and Economic Development Library collection, InvestorWords.com, defines a target as a objective or goal. The Network uses the expression, to zero in on a target. In that context a target is something aimed at, for example, members of the target audience of The Network. (see the definition of target audience below). Target is a word in the vernacular of the site selector also. For example, one of the first steps in the process is to choose a target region or target area.

... [1] the specific user group we (who we are) seek to serve through The Network. Members of the group are identified in Who Uses The Network. [2}Target audience is also an expression use in the marketing and advertising industry. There it typically identifies a group profiled for purposes of learning what specific types of consumers want and how to best appeal to them. It's a term of market analysis. The reason for pointing out this second definition of target audience is that economic development is ... a specialized form of marketing.
