Scope of Project:

... a reference for use by project stakeholders which guides the entire course of action for reaching the end point at which the project objective is met. Resource and service providers absolutely need an SOP to become stakeholders. An SOP is a cover statement for project specifications or, as in the case of a site location project, selection criteria.

Documentation of the project plan serves to develop a profile as well as a project management methodology. A project profile is a summary of information as a combination SOP and presentation of specifications. It's especially useful at the tentative and preliminary stages of gathering information for organizing the project and developing a network before moving into the field. Project fieldwork can become time consuming and costly if initial data collection and analysis lack a plan sufficient to produce an SOP. Fieldwork is that which is done hands-on combined with observations as inspections done outside of a controlled environment.
