Red tape is a metaphore for indifference, especially that which leads to delay for no good reason. Red tape also refers to a rule, regulation, or official procedure that is overly complicated, impractical, thoughtless, and/or ambiguous to the point of being unnecessary. The expression regulatory red tape refers to an adminstrative obstruction behind which there is a policy, rule, or law, but without someone of suffecient authority to motivate those who are who are rigidly devoted to minutiae or simply lazy in handling important matters. To cut regulatory red tape means getting things moving along regarding enforcement of a policy, rule, law, or standard in a situation where there appears to be a lack of motivatin and respect for the principle, time is of the essence. It means overcoming bureaucracy. |
