wants vs needs

Wanting means desiring or craving — seeking something you wish to obtain because you believe it will bring satisfaction, enjoyment or pleasure. A definition of want (example) will typically include need as a synonym. Here, however, we (who we are) set need apart.

We define need as something essential, whereas that might not be the case with something wanted. Therefore, pursuing needs vs wants means seeking something that it would be difficult, if not impossible, to do without as compared to seeking something that might be enjoyable, but nothing more. A United Nations document, Our Common Future: Report of the World Commission on Environment and Development, states that meeting essential human needs within the context of sustainable development include . . . meeting essential needs for jobs, food, energy, water, and sanitation (source of quote).

As it relates to enterprise and economic development, perhaps the best case to be made for separating needs and wants is in the use of site selection criteria in location work as a component of an enterprise development project. By indicating what locations must have in order to qualify as sites for consideration during the selection process helps narrow targets for consideration when doing comparative analyses. By adding wants to a list of project requirements helps in creating competition among short-listed locations. Wants are often set forth with emphasis when negotiating incentive offers.
