phrase search:

... text organized as specific data, i.e.as a unit, during the process of a search tool applying an operator of Boolean Logic. Examples of Boolean operators are and, or and not. An operator applicable to searching as a phrase is the same as placing individual items of text inside double quotation marks so that they are altogether treated as a single item—at least one definition of Boolean operators shows parentheses for grouping words or phrases.

The following search tool uses pull-down menus and has the one them set to search as a phrase. For example, maintaining the setting you can search for define economic development as a phrase <= try it by copying and pasting the thee words in italics.
