operative words: ... assertive wording; an expression or statement containing a word or phrase of emphasis that stands out in making a pertinent point, especially, one that might stand alone afterward and be understood in the same assertive context; an operative phrase using strong verbiage. An operative word makes a point; i.e., it stands out in acting purposefully and intentionally. It is an operative in the context of having force; i.e., being in effect something essential and significant. A word, or operative phrase, is key to making a statement with effective, understandable emphasis. For example, the statement: Get out!--a standalone operative phrase. Out is also the operative word, e.g.: Out! Get out. Participants in the .network mission are .network users. However, not all users are participants. We (who we are) identify a core user group. Core is the operative word. Users of The Network at the core who join in on the mission are its participants. The mission is an operative phrase that separates its participants from other .network users. The first definition of operative provided by Definitions.net states that the word refers to ... a person engaged or skilled in some branch of work, esp. productive or industrial work; worker (source of quote). Extrapolating from that, we can tag a participant in our mission as an a operative based on the definition of our core user group being people who, among other things, engage in business networking. Joseph Schumpeter is credited with coining the expression economic development and giving it meaning in 1911 (see The Contribution of Joseph Schumpeter to Economics: Economic Development and Institutional Change by Richard Arena and Cécile Dangel-Hagnauer). A plethora of definitions of economic development have been created from the time of Schumpeter to the present, but there is no standard meaning of the practice or process. Many definitions have been created to define the wants and needs of specific communities as they pursue enterprise and economic development process opportunities or socioeconomic development objectives.
