An OIS is an enterprise that doesn't operate as an information broker, rather it functions in a manner similar to a public library or non-profit organization offering resources for free on behalf of a membership or one or more sponsors.

open access:

... an expression indicating that .network visitors and users are not monitored although they have free access to its websites. In other words, you are reading this without having been encumbered in any way. We (who we are) have no way of knowing that you are here or what you are doing. Open access means that you are not asked to register, obtain a password or involuntarily provide information. The Network is for searching. A search promise opens the door to personal assistance ... offered for free, but you have to to ask.
