The term likely originated at a time when telephones were connected by wire. Strung from telephone poles, wires were called lines (telephone lines). One party connected to another through a telephone operator or by dialing up, i.e., connecting on line.

The Free Dictionary online defines the term (paraphrased here) as a computer or computer network connection, or being in position under the control of a computer, adding that the term also refers to something in progress, for example, an ongoing site selection project.
