not monitored:

... the opposite of watching what is going on; to not keep track of a process which if it were to be monitored you would likely be collecting information about it. Monitoring means checking on or regulating the performance of someone, a group, or something, such as a website. In many cases to monitor online means to encumber, for example, to impede visitors to websites by requesting that they provide information before allowing them to become users. In other cases, monitoring may be a clandestine way of gathering information. Not monitoring is a expression used in The Network introduction. It emphasizes that visitors are not encumbered or stealthily watched. The Network operates open access without monitoring users.
