Enterprise
development and site
selection services are available for
locations throughout
the world. In many places there are
area
development and local economic development organizations
that provide services; likewise, there are contacts (location
data suppliers) for gathering information about places
of interest to enterprise
developers and site
selectors. Some
of the jargon of enterprise
and economic development is explained
below, especially as it is used in the business od local
and area development.

area developer:
... a development representative for
a region more.


business and industry:
... an expression encompassing all operating entities
that are engaged in activities, undertakings, dealings in commercial,
industrial, or professional environments
or situations
where trade occurs (businesses) and
those that are businesses categorized within the specific branch
of manufacture
and trade or otherwise seen as being in need
of workers devoted to tasks or industrious
endeavors. The
Network uses the word enterprise as
effectively having the same meaning. Business and industry is a location
data element sometimes used as
a header for information about the commercial and industrial sector
of an economy.


community economy:
... a local economy see community.


community enterprise development:
... can mean the same as the definition of community
business development which is defined at the Centre
for Community Enterprise website. Community business development is
said to ... activities
that promote businesses (community businesses
or community
enterprises
or
community ventures) which will be owned and operated by the residents
of a particular (usually disadvantaged) locality ... Although
the ownership is expected to involve local residents, this may be in
many different formats: nonprofit ownership by a locally-controlled
social agency or development group; private for-profit ownership by
local entrepreneurs; a combination of both; or ownership through a
co-operative. The prime beneficiaries are also expected to be residents
of the specific local community, who will experience a range of many
different benefits. The benefits might include potential profits for
the owners, increase in local employment opportunities, greater local
access to goods and services, or revenues to support a social agency
and its work (source).
Enterprise
development in a community, as
defined by The
Network, implies all types of enterprise
and economic development activities that benefit the location. Business
development has
other meanings; therefore, we (who
we are) almost always
use the term, enterprise
development, and often explain how site
selection is part of process.


contributed funds:
... money or other resources, such as property
(real or personal) from outside sources which are provided gratuitously to
an organization. For example a development representative may work
with contributed funds as opposed to tax
funds.


deadly inertia:
... the aspect of competitiveness that
results in a loss due to a lack of action. Deadly inertia exists,
for example, when the economic
vitality of a area
goes into decline and the overriding response is for special
interest groups to position for protection of what
they have while resisting whatever pressures
there are
to act for the common good. Deadly inertia ca be
fueled by lack of leadership, selflessness or motivation.
In the
latter case, an example might be a location that
gives lip service to enterprise
and economic development but has an unresponsive
representative in place to deal with prospects.

development representative ... a
location development representative.


economic development incentive:
... a documented offer that comes through legal action or
a policy intended to make a location more
attractive to prospects.
It is generally intended to enhance inherent location advantages which
may already exist and position the place at
a competitive advantage in light of specific selection
criteria see economic
development marketing.


economic development region:
... a region as
defined by The Network in which there are development representatives
working on behalf of the entire area or locations within it.


economic development representative:
... a volunteer or paid economic
development practitioner engaged as a location
development representative; a local development representative
working for an agency or
designated organization, such as an EDO.
A LEDO (Local Economic Development Organization with one or more economic
developers or community
developers on staff).


economic vitality:
... According to the 2004 Economic Vitality and Sustainability
Action Group: Report and Recommendations (to the City of Fort Collins,
CO/City Council), the capacity of a community ... to
be economically competitive, resilient and attractive to private and
public
enterprise.
Communities
with economic vitality enable citizens to enjoy the satisfying economic
activities (e.g. jobs) and the quality
of life that sets the standard
for long-term sustainability. They also dynamically embrace change
and seize opportunities. They contribute to the economic well-being
of their residents. Economically vital communities encourage and recognize
innovation, hard work, good character, and community involvement of
their citizens and business. (source)

industrial directory:
... a list of manufacturers and distribution operations sometimes
referred to at the local level as
an existing industry directory;
an industry buyers
and suppliers directory; a resource for a site selector who may want
to find local manufacturing employers to interview regarding such things
as labor
pool quality, work
ethic as well as recent union activities
and labor strife.


leading employers:
... operating entities in a location having
the largest numbers of workers. One association of economic development
practitioners advises its members to include among leading employers ...
hospitals, county, city, telephone company, school, city, government,
county government, large hospital and largest university see
the definition of site

however, emphasis is placed on industrial employers (manufacturing
and distribution) see

LED:
... acronym for Local Economic Development used by the World
Bank. The website of the World Bank Group has a
glossary of terms applicable to local economic
development.


local development:
... that which takes place in a community as
a locale in the form of economic
development, industrial
development, community
development, etc. The Community

local development representative:
... a member of the economic
development community working at the local
level who is appointed or hired to carry out policies, programs,
and/or work assignments related to finding and addressing opportunities
for growth and expansion as well as continued vitality in the location; a local level economic
developer who is an official contact for prospects.

locale:
... the venue for establishing a community or
the place where
one already exists; a location within
an area to which attention is drawn due to a particular event, such
as a visit from a site
selection team. A
locale as defined here may be a municipality within an urban
area, metropolitan
area, micropolitan
area, rural
area or region. Locales
throughout the world that
want economic development are listed in all

local development authority:
... an entity of government in a location defined
by jurisdiction having
legal or rightful power to represent tax payers or the people in
matters of its purpose, such as
economic
development. A quasi-governmental authority may have
a blurred line between its governmental
and private sector operations although its designated purpose may be
clear.

local economic development:
... the process as it takes place within a community or
a group of contiguous communities represented by a local
development organization.

local economic development organization:
... the workplace of local economic developers;
an office or agency for a location that experienced enterprise
developers and site
selectors know to contact when they want information (location
data) and/or assistance. An economic development organization
may be part of a local chamber
of commerce operation or it may be a function of government.

local economy:
... all of the basic elements of production, distribution,
and consumption of goods and services within an area as it affects
a specific location and
the benefits derived there from by the people who reside there; the
economy of a community. Penn

Nation, Pulling Apart/Community Economic Toolbox which asks
the following questions: (1) What are the current employment conditions
in our community? (2) What parts of the local economy have
been growing? (3) Which industries have been declining? (4) How
does the local economy compare to other nearby economies? (5) What
are the factors leading to local employment growth? (6) How do we identify new opportunities?


local existing industries:
... operational industrial enterprises established in a location;
manufacturing and distribution operations identified as contributing
to a local economy. Existing industry is also a catch-all term covering
the entire spectrum of business enterprises recognized as operating
in a location,
i.e. existing businesses and industries as one see existing
industry defined above. An industrial directory or list of
industrial enterprises in an area with
the largest number of employees is often included in a location
package organized for a prospect.
The directory or list is used for networking and
arranging interviews behind
closed doors in order to get a first-hand impression of local work
ethic and to analyze labor
activity.

local level:
... a community listing
at the end of a rank-order of locations; that
which is the smallest of demarcated places on
a list having those that are the largest at the top; locales that
are the smallest in size indicated on a map or listed in an atlas,
for example, a municipality, town, village, or rural community;
an expression that is non-distinctive but identifies where there is
the last stop for making contact with a development
representative in a region targeted
for
a site
search or enterprise
development project; the smallest area identified
within tract of land targeted by a study of its demographics or
presentation of its social and/or economic statistics. The Area

said they reach the local level.

... one who provides guidance in addition to

consultant; a site

location data supplier:
... a contact for
information about a place
of interest to, for example, an enterprise
developer; a person or organization in position to provide
a location
package, such as a local development
representative who may also be in position to arrange incentive
offers and cut red

location development representative:
... one who rightfully speaks for and acts on behalf
of a location; a
spokesperson, agent or advocate for a place seeking economic
development. Location development representatives may be
a volunteers or employees of, for example, LEDOs (Local
Economic Development Organizations); however, more
than anything else, they are typically location
data suppliers. Location
development representatives may be identified in several ways, for
example, as area
developers, development
representatives, economic development representatives,
industrial
development representatives, local development representatives or regional
development representatives. No
matter how members of
its target
audience refer them as they begin to gather information about
places
of interest (see 10-steps

location famtour:
... location + familiarization + tour.
For example, the Georgia
Chamber of Commerce has annually invited corporate executives and site
selectors on a tour to promote selected areas of the
state for almost 50 years. Famtours are a part of the tourism
industry also.


location identity string:
... linier layout of information sufficient
for locating a place on
a map, for example, Atlanta, GA, US or
just Atlanta, GA.
The term is used in making suggestions for keyword
searches related
to gathering information from location
data suppliers example.
It's also used to explain how
to recommend
a place
of interest for free
listing in The
Network.


location information broker:
... a data
broker; a type of location
data supplier; information
brokers
as defined by Answers.com, except specializing in serving site
selectors and economic
developers. Information brokers as location data suppliers
either charge for their service fees directly or include them,
say, in with the cost of a membership. An example of the latter
was
the operation of the NAM Site Selection Network which provided
information about locations free to members of the National Association
of Manufacturers while charging non-members thousands of dollars. Area
and local development representatives also
had to pay a membership fee in order to submit their location
data. This didn't appear give savvy enterprise
developers and site selectors information that was free from bias
as typically wanted.


neighborhood development:
... actions taken to change and improve an enclave
within a community in
accord with a plan; community
development focused
on an area having distinctive characteristics that people want preserved
or maintained within their greater geographic area so that a way of
life can be sustained in an environment meeting specified
up-to-date standards; the accommodation of a distinctive smaller area
of a larger one where by providing maintenance and improvements
it can reasonably be sustained as a simulation of its state in some
point in time.

regional development representative:
... a location development representative as an area
developer.


site location:
... the place selected
as a result of location
work and in which economic
development should occur at the start up of the specific project;
site location work within the context of enterprise
and economic development and, as such, referred as site
selection or facilities

selectors.

has resources. In other words it provides site
