labor force:

... laborforce; the total number of workers in an area plus the total number of people looking for work; the number of people believed to be available to work. A labor force estimate or count covers all potential job applicants applicants including workers on the job but considered to be underemployed plus the unemployed. The identity of a labor force is likely to be related to a study (labor study or labor report ) and not take job skills into consideration as compared to the identity of a labor pool.
