labor force:

the total number of workers in an area plus the total number of people looking for work. Also spelled as laborforce. The underemployed as well as unemployed should be counted in laborforce studies. Pools of potential hirees might be identified by studies, thus making labor reports useful for employers creating jobs. A laborforce estimate is the number of people believed to be available to work, including those on the job.
