labor:

... human capital in terms of skills rather than actual work; the factor of production as a measure of work done by people. To labor is to expend physical and/or mental energy towards human production, especially when difficult or exhausting; for example, to work hard at doing manual labor. Human Resources, AKA HR, identifies a group within the business environment that manages employee affairs and recruitment. All employees working within an enterprise are its human capital. This definition of human resources helps emphasize the role an experienced HR person plays in the enterprise development process. The HR player involved in, for example, a site selection project is expected to be able to conduct a comparative analysis of the laborforce in each area under consideration. So called labor relations may be a responsibility of an HR group. Certainly, an HR member of a site selection team has to know how to conduct interviews with employers in an area in order to learn about its labor relations history and what is going on currently with its workforce.

laborforce:

the total number of workers in an area plus the total number of people looking for work; the number of people believed to be available to work. It includes an estimate or count of all potential applicants for jobs available; therefore, it is the total number employed, assumed to be underemployed, plus the unemployed. As compared to a labor pool, a labor force is more likely to be a projection and not take job skills into consideration.

... HR stands for Human Resource. An HR or HRM group within an enterprise typically has responsibilities that include staffing and managing activities relating to employees. Staffing means recruiting and hiring new employees as well as their orientation and training. The latter may include arranging training programs for all employees. The group may also manage employee benefits such as insurance and retirement programs.
