incentive:

... something that is intended to motivate; an item of a motivational offer that is intended to make it worthwhile to decide on a particular course of action (an incentive offer).

Financial incentives encourage making decisions based on expectations of gaining money or something that can be converted to money in return. An incentive program is an organized scheme that motivates participants to make decisions in a particular way by offering rewards. For example, workers may receive incentive offers tied to reaching higher levels of productivity or to hone their skills in order to qualify for promotions to higher paying jobs.

Certain members of the .network target audience, especially those engaged in enterprise development and site selection, deal in incentive offers. An aggressive place seeking economic development offers incentives to prospects in order to gain a competitive advantage. Site location consultants earn their fees in part by seeking incentive packages and engaging in incentive negotiations during the process of comparative analysis.

Incentives is a classification of information provided by location data suppliers. It's seen as a header for a section of a location profile or at a economic development website. It identifies part of what included in packages of information for prospects, i.e. incentive packages.
