first brush:

The expression, at first brush, indicates a point at which something is encountered and dealt with lightly. It's an idiom meaning to touch as in applying a coat of paint with a brush knowing that subsequent brushings will be needed. First brush is the action of initially addressing something with the implication that more may be needed for completion. Consider the following statement showing use of the term as defined in The Network.

At first brush it would seem that the definition of site selection in the glossary might include choosing a website but that is not the case. Site selection is the process of hunting for a place or real estate parcel for starting up, expanding, or relocating an enterprise.
