Employers as job providers are part of the economic infrastructure of a location. Altogether they make up its employer base. They are also the most the most recognized contributors to the development and maintenance of a workforce in an economy—the other significant contributor is the independent worker. The workforce is defined as all people actually on the job in a location as opposed to its laborforce ... all of the people working and/or available to work but not counted as being on the job. Employers with jobs to fill look to the laborforce which includes the unemployed looking for work, the underemployed looking for better jobs, and those who are entering the job market for the fist time. |
