. . . are a number of items that might be individually referred to as datum; i.e., datums = data. A datum is a type of symbol which exists in its raw state as a starting point for organizing pre-information. A grouping of pre-information, yet-to-be-processed, items is referred to as raw data. Organizational theorist, educator, and business advisor in systems thinking and operations research as well as data management, Russell Ackoff (1919-2009), said "… data is raw. It simply exists and has no significance beyond its existence (in and of itself). It can exist in any form, usable or not. It does not have meaning of itself " (source of quote).

The DIKW Pyramid was used as a reference to illustrate data processing as shown below. A paper online titled The Data, Information, Knowledge, Wisdom Chain: The Metaphorical link has more information about DIKW and also identifies data as a substance.

Wikipedia quotes a definition of data processing from Data Processing and Information Technology By Carl French in an article, stating that it is "broadly, 'the collection and manipulation of items of data to produce meaningful information.' Management Wisdom.com has an article about Russell Ackoff that points out his close working relationship with W. Edwards Deming, "well known for his contribution to quality initiatives and pursuits of excellence through his 14-point management philosophy" (source of quote). The Economic Development Network Quality Glossary defines quality initiative, pursuit of excellence and related terms in the context of enterprise development.
