broker:

... an individual or enterprise paid to act as an intermediary between buyers and sellers, an agent who works for a fee or commission as a go-between in deal making. For example, a real estate broker is licensed to negotiate and arrange land and property transactions. The broker also hires sales representatives, supervises marketing, and writes contracts.

Another example of a paid go-between is the information broker. In some cases they sell the results of investigations or inquiries after analyzing data and be may be categorized as researchers.

Site selection consultants offer to research by gathering and analyzing information from locations. They do comparative analysis. Real estate brokers, especially those who deal in commercial and industrial properties may double as site selection consultants.

Information brokers are included among location data suppliers. They are the type of data broker that inputs information into the site selection process by collecting from various sources, typically other location data suppliers. Area and local development representatives, for example, generally provide their information to prospects for free. They too are location data suppliers. Location data brokers differ from all of the others discussed in that that they simply collect and repackage information (see American Community Network).

agent:

... a representative authorized to act on behalf of a principal, i.e. the individual, organization or enterprise that does the empowering; a person duly authorized as a broker or to otherwise provide a pro bono service of dealing on behalf of another and typically assumes no financial risk in transactions. An agency is an organization or enterprise. A real estate agent who work for a broker. An economic development agency, for example, is an enterprise duly authorized to represent an area or a locale in seeking opportunities and providing prospect services. Agents work as area and local development representatives for places seeking economic development.
