if an association at all. It's listed among associations, however, because
of the statement that economic
developers could go online and have a place
to
.... congregate in a user-friendly and familiar environment. The inference
being that it was a place for virtual
networking. Building and maintaining
relationships among its members is arguably the most important reason for an
