Is this the Bob Glover who worked in South Carolina during the 1970s and early 80s?
Yes. Glover was Associate Director for Economic Development at the South Carolina State Development Board from 1974 to 1984 where, among other accomplishments, he organized and directed the fist effort to computerize the management of prospect services. The effort was started up started up without a hitch on a main-frame computer at the end of 1979. When the first Apple IIc computer was available a year or so later, it was possible to reproduce the original contact directory program on it. Today the Global Registry of Contacts maintained by The Network can be traced back to the work done in South Carolina. The SCSDB is now the South Carolina Department of Commerce.

Yes, Glover joined the Tennessee Governor's Industrial Development Division just before the legislature created the Department of Economic and Community Development. He was Deputy Director. While there he was given the task of merging the Governor's Tourism Division and the Industrial Development Division.
