One news release on this page supports the answer to the question of who first organized a location information brokerage online introduced as American Community Network. The news release was the last we heard about Marc Bailey who approached Bob Glover in the late 1990s about a working relationship between ACN and Economic Development Services.

EDS created its network of websites dedicated to enterprise and economic development in 1996. The Network was introduced as a nonpartisan, free-access, online information service. It remains as such today! It was created as a part the non-commercial side of the Internet. EDS did not affiliate with ACN nor any other location information brokerage.

One website of The Network, Site Location Assistance, offered free-services similar to those of Plant Site Locators. Arguably either PSL or Conway Data location data brokerages but their focus was on real estate. Conway Data operated for years in conjunction with association management services for so called corporate real estate executives.

A search online for bizsitesDATA in 2007 found http://servicecenter.snm.org which indicated no website available. A webfile titled Guide Data Points was found stating that ... The quote above makes the same point as the definition of location information broker in the .network glossary, i.e. what they supply for a fee may be available for free from originating sources.
